Smithfield, RI Technical Review Committee (TRC) exists to provide technical, interdisciplinary evaluation of development applications before they reach the Planning Board for formal decision-making. In short, it is a pre‑planning‑board review body that helps ensure applications are complete, compliant, and technically sound — but its recommendations are not binding.
The Sand Trace development has been discussed and “in process” for many years. With endless meetings with the Developer, Planning Board and the residents. The original plan was to have two driveways; on Log Road and also on Mann School at Williams Road. The Mann School Road driveway was originally planned for emergencies and construction supply deliveries, not for residents.

In what appears to be a pattern in Smithfield for the last decade, I was informed that the developers were proposing a change.
