- What will be the estimated additional water required (CFt) to fully service this development?
- Any official analysis or finding from the Greenville Water District on the impact to water service? Please provide their analysis and findings.
- Will this have any effect on water pressure?
- Greenville Water District in general?
- The surrounding areas near the development?
- Has the GWD provided any analysis or findings of this topic?
- Hydrants?
- When the Connors Farm development was approved, it should be noticed that Town officials did not accurately calculate and report the water pressure issue. After residents moved in, hydrants and residential water pressure was not correct. Who missed this? Will it happen again?
- Neighborhood wells: Any impact study on any effect to neighboring residential wells near the development? Due to the possible environmental issues to the ponds and waterways?
Impact on Traffic
- Has the Fire Department signed off on any potential effect on fire and rescue calls associated with the additional traffic to …
• Turn onto Log Road?
• Turn left/right onto Pleasant Valley? - The intersection at Log/Pleasant View only has two lanes; one incoming and outgoing.
• What is the impact of the retail facility entrance to Log Road?
• If this is “closed”, then what will the impact be for people leaving the parking lot only on one entrance to Pleasant View? - The 2018 traffic study predited significant increase. With 160 units and a projected additional 320 vehicles, it will have a significant impact on traffic in the area.
- When reviewing Smithfield Commons, we know that the Planning Board approved it with "no significant impact on Route 44 traffic."
- Conservation Commission chairman Don Burns referred to the traffic pattern of 300 to 500 vehicles being hampered with the road formation, resembling a fork with a 3 way stop at the base. How does that work for pedestrians, children walking to school, ADA needs and walkers out with their dogs, at peak times on a typical day? No traffic study has addressed this. (11/15/21 hearing).
Public Works and Development Issues
- Are the roads in this development public or privately owned?
• Who will be responsibility for the maintenance of these roads? The developer through the condominium agreement and assessment? - Will the Town be responsible for the trash pickup for these residents?
• What is the increase in costs for 160 units per week to the Town? - Will the Town be responsible snow removal?
• What is the increase in costs for this development to the Town? - Where will mail delivery be provided?
• Will there be a common place for the resident’s mailboxes?
• If so, where will it be placed to minimize traffic to Log Road? - If there is an emergency entrance …
• Where will it be placed?
• What will be the level of security of this entrance?
• Will there be enough clearance for emergency vehicles to enter and exit from the facility? Has the Fire Department approved the location and security of the entrance?
Non-Owner Occupied Issues
- Will there be any limitations or restrictions for the applicant’s petition to limit occupancy to owner occupied?
- There is the possibility that these properties would be purchased and then rented to non-owners. Could be rented to college students in the local area. Such as is the common place in the Providence College, Brown and RISD areas in Providence.
- Or could be rented through one of the online travel portals (AirBnB, VRBO) to non-owners.
- How does the owner occupied "boarding house" zoning ordinance effect the new developments?
